[openstreetmap/openstreetmap-website] Disable automatic gravatar opt-in, as it violates the privacy policy (#519)

Oh and as far as making it opt-in go I understand why, but it does make it far, far less useful because the vast majority of users will never do so. The whole beauty of gravatar is that it "just works".
