[openstreetmap/openstreetmap-website] Add MAPS.ME authentication (#1433)

After a brief discussion with Mikel, I decided to postpone the automatic email validation to a later pull request. I assume this addresses all major discussion points in this thread. Anything else I can do to make it merged?
