[openstreetmap/openstreetmap-website] Add MAPS.ME authentication (#1433)

It would be good to get feedback from someone additional voices @mikelmaron @gravitystorm @iandees @lonvia @systemed 

@Zverik maybe you can walk us briefly through 1) what the end user flow would be and 2) what would happen if another mapper tried to contact mapper from 1.
