[openstreetmap/openstreetmap-website] Add allow_read_email oauth permission (#1431)

@cliffordsnow I assume @mikelmaron simply referred to the wrong PR, he likely meant the work on the group feature which is undisputed but stuck. This PR is about handing out our contributors e-mail addresses to third parties, quite the opposite of push notifications and controversial for a number of easy to guess reasons.
