[openstreetmap/openstreetmap-website] Add allow_read_email oauth permission (#1431)

Hey, this PR is exactly what I meant. Appreciate the support @clifforsnow. Agree @simonpoole, the main blocker is policy. With a smart policy, it can help advance communication options for the OSM community. The Board did discuss this at the [March Board Meeting](https://wiki.osmfoundation.org/wiki/Board/Minutes/2017-03-21#E-mail_address_through_API) and have taken up further discussion over email, but we did not get to it in the April Meeting agenda. Will revive this now.
