Given that the "read user preferences" permission is abused by everyone and their dog for "log in to this third-party service" under the assumption that it is the least privacy-invading permission to ask for, maybe it would make sense to offer an even lesser permission called "verify that you have an OSM account" that allows you to do precisely nothing in addition to what it says on the tin.
