[openstreetmap/openstreetmap-website] Add MAPS.ME authentication (#1433)

As far as I know the google auth provider always gives you back the gmail address which is guaranteed to exist. At least that was my assumption when I made it auto-verify.

The key point as I say isn't so much the test (that's mostly to stop you signing up somebody else) but the ability to send a welcome message, for which we only need to be able to send a message right now.
