[openstreetmap/openstreetmap-website] Dressed up notification mails (#1401)

Litmus is a commercial service that renders emails as they would appear in [many desktop, mobile, web clients](https://litmus.com/email-testing#email-clients). I do not at present have access to the service but perhaps someone who does would be sympathetic to partnering up with @saintamh to test these emails on their organization's dime.
