[openstreetmap/openstreetmap-website] Add MAPS.ME authentication (#1433)

I still think that the case hasn't been made for adding this extra authentication type. As I explained before, there's no technical need for it, given that we have working Google and Facebook methods. Google themselves recommend a method using "in-app tabs" which doesn't require any server-side changes.

I would support a proposal to simplify sign-up procedure which didn't obscure OSM, or wasn't tied to a particular mobile app. Especially if it can be done without leaking private information (e.g: email addresses) to whoever is running the mobile app.
