[openstreetmap/openstreetmap-website] Add a preferred_email_format preference (#1511)

I have to say I'm not convinced of the need for this - we already send both parts so the user can easily configure their mail client o show the text version if they prefer that.

The argument that you might have several mail clients you need to configure doesn't seem to make much sense to me - surely there will always be far more web site where you would have to configure a preferred format than there will be mail clients you have to configure. Choosing to prefer text in my mail client is just a basic thing I do when setting it up.
