[openstreetmap/openstreetmap-website] Add a preferred_email_format preference (#1511)

@tomhughes - Unfortunately in the real world users can't "easily configure their mail client to show the text version if they prefer that".  People receive emails on a wide variety of platforms (mostly mobile these days).  I actually have no idea how to configure the majority of the email clients I use to display text only (and it's quite reasonable to want to receive one sort of messages - from OSM say - as text only and other mails as HTML).  I'm not saying that you're wrong, I'm just saying that I'm not you - and quite a lot of people who receive these emails aren't you either.
