[openstreetmap/openstreetmap-website] Should we provide installation support? (#1692)

My problem is that I don't see how we can - if it's reasonably easy to see what the problem is likely to be then I will normally say when I close the bug but otherwise the only way I'm going to be able to help is to sit in front of their computer and start debugging which isn't really practical ;-)

I suspect the problem is that all too often people who are "users" and don't really have the necessary skills or experience are, for whatever reason, trying to set it up.
