Sure, but it means that across the organisation, it's got poor usability. E.g. people using the desktop (back in the office) cannot use them, at least not with OSM. So that makes it difficult to use OLC to communicate locations between the field and head office. E.g. a field worker communicates the location of a small settlement to the head office (via phone) then how would the head office worker get the location? Sure, it's possible, but it's a cumbersome process. We're trying to make rural health work smoother, rather than more cumbersome. Similarly, you could just have a decoding website, that feeds coordinates into OSM. Technologically it's simple, but in practice it means an extra step that just confuses things.
