[openstreetmap/openstreetmap-website] Force-rename user accounts (#1720)

How frequent are name changes in general? Couldn't that be a feature "on request only" that only admins or a limited group of moderators are allowed? And for a reason, not just for fashion of the day? I never had the urge to change mine in all the nine years.
