[openstreetmap/openstreetmap-website] Force-rename user accounts (#1720)

IMHO a simple feature to allow moderators/admins to rename an account it likely enough, in practical terms that will always be accompanied by a block (if it is not simply helping somebody out), and repeat offenders are likely to get longer blocks which wont allow them to change the name in that time anyway.
