[openstreetmap/openstreetmap-website] add disused:railway=* on railway=disused preset (#1733)

See https://wiki.openstreetmap.org/wiki/Key:disused:railway - this would combine backward compatibility and usage of life cycle prefixes. Users would be able to add the information what kind of disused railways there are, because railway=disused can not only describe disused railways with normal gauge, but also tram rails, subway rails, or narrow_gauge rails for example. So it might be important to add the "kind of rail". Because these kinds are also threatened differently if they are in usage. 
Would be the same with railway=abandoned and absndoned:railway=*
