[openstreetmap/openstreetmap-website] Allow closing of the sidebar while it is still loading (#1757)

Well that's a rather vague request - there are lots of different things that open the side bar and there's no one place that would cover them all.

So you really need to narrow it to specific instances that take a long time - in this case that means when loading geo-objects in the data browser.

Also please stop posting animated gifs to your tickets - you obviously have no idea how annoying it is trying to type a response while being distracted by an animation in the corder of your eye! Not to mention all the wasted battery power!
