[openstreetmap/openstreetmap-website] Maps.me added data producing double name & no messages answers (#1761)

First, maps.me does not duplicate names, users do. We actually try to prevent duplicate names in different tags, although I myself do not consider it an error. Just now I've checked the stream of maps.me edits to see that `name:<lang>` is filled in new objects only when a user specifically fills it differently.

As for the messages, we use the regular registration workflow of the website. All emails are verified, and users should receive your messages. Some mappers assume that the low response rate is linked to aggressive tone of messages or the complex UI of the website for responding to them (which is true especially for changeset discussions).
