[openstreetmap/openstreetmap-website] [WIP] Allow reporting of abusive users to moderators or admins (#1576)

I'm not making any promises that anything in particular will be taken up, just commenting on general strategy at this point.

Right now we don't really have anybody to report abusive behaviour to and I suspect we're going to need some infrastructure work to support better routing of reports before we're in a position to offer things like that.
