Yes I looked at the commit, but I'm confused. Name of this ticket is "Allow reporting of abusive users to moderators or admins".

Agree this functionality shouldn't be to report editing errors, but there will be a need to report abusive changeset **comments** (eventually)

Agreed don't consider this a blocker myself. Good to know it will be taken up eventually
