I think if anything "website moderator" will need to be even more powerful than the current moderator.

Whoever is dealing with spam reports for diary entries and user profiles really needs to be able to cancel accounts completely., or at least that is how things work now.

I'll try and have a look at the code this weekend but I suspect the biggest challenges are going to be procedural rather than technical.
