[openstreetmap/openstreetmap-website] Allow deleting of own comments (#1849)

@tomhughes that is always the issue with all threads on all platforms. It is still the right thing to do, to allow a user to own his content.

If you feel very strongly that this will be a huge issue, you could always show a "There was a comment here that was deleted" information in it's place.
