[openstreetmap/openstreetmap-website] Allow deleting of own comments (#1849)

I'm not saying we can't or shouldn't do it, just that it needs some thought.

Note that for consistency we should apply this to other contexts (changeset comments, diary comments, diary entries) as well. Currently they can be hidden by administrators (unlike note comments) but not by the submitter,
