[openstreetmap/openstreetmap-website] Batch processing of GPS tracks (#2054)

Since #2046 has been fixed the GPS API returns unordered points for "public" and "private" GPS tracks.
For years, people have been uploading traces without knowing that the API did not perform as it should be. Some of them expected in particular to be able to see their tracks in JOSM, [even in "public" state](https://help.openstreetmap.org/questions/66689/what-does-unordered-mean-in-visibility-option-for-gps-traces?).

For those people who consider being able to display their tracks in JOSM is more important than the privacy concern, it must be easy to change the tracks visibility status. Currently it is only possible one by one.

For those who have a large number of tracks (like several hundreds) it would be handy to be able to change the visibility in bulk mode.
