[openstreetmap/openstreetmap-website] Batch processing of GPS tracks (#2054)

I believe there are previous requests for this but it's hard to imagine what such an interface would look like and I suspect it would only ever be used by a tiny handful of people.

I would probably make more sense for somebody to write a script to do it using the API that already exists.
