[openstreetmap/openstreetmap-website] reporting a comment should copy the details to the reporter (#1971)

Currently there's no automatic feedback to the user that their request has even gone anywhere.  Where there's a conversation to be had I've been (with a DWG hat on) sending a PM to users saying what we're doing, and suggesting what the person who complained should be doing next, if anything (often "please explain in changeset discussion comments what the problem is").  I've been manually pasting these PMs to and fro into an OTRS ticket (see https://github.com/openstreetmap/openstreetmap-website/issues/1903 for more on that).
