This is 
A) Because they don't know the rails migration exists, or where (with a google search, you land on the structure.sql on github), neither do I (now just the where)
B) because the rails package manager is atrocious, and if you don't manage versions carefully, it breaks or creates hours of joy, so using the structure.sql is a lot easier, especially for portation to another rdbms.
