[openstreetmap/openstreetmap-website] Add OpenLocationCode to OSM website (#1807)

@tomhughes, @gravitystorm - as the maintainers for this, I assume that you're not happy to implement the proposal, given the degree of discussion. What would you need to be comfortable to implement the change? For example, I could follow the https://wiki.openstreetmap.org/wiki/Proposal_process. This would allow people to offer (rational) arguments as to why OLC in the OSM search may be good or may be bad. The 'community' could be then notified (via mailing list) that this proposal is active, allowing a wider range of people to voice opinions?
