[openstreetmap/openstreetmap-website] Add OpenLocationCode to OSM website (#1807)

@simonpoole - I'm not sure I fully understand. I'm adding a clarification to the wiki page, as to how I interpret short codes.

But - I wasn't advocating for short codes.  Like @sommerluk also proposes, my original proposal was for long codes to be implemented.  That would be really helpful.
