[openstreetmap/openstreetmap-website] Add OpenLocationCode to OSM website (#1807)

The shortening-code isn’t a black-box. It’s something that’s documentated. It’s however something that relies on some sort of geocoding. In the OSM context, a natural choise for geocoding would be Nominatim.

It might be useful to focus on support only for non-shorted codes at the moment.
