[openstreetmap/openstreetmap-website] Note that user is blocked since a long time in changeset comment (#2121)

For example in https://www.openstreetmap.org/changeset/56859958 I was unaware that this user is blocked since 9 months (because she/he discards accounts on getting blocked).

Fortunately this time I have not wasted too much time - but sometimes people spend longer time that would be completely wasted given that specific user is a knowingly causing damage.
