For completeness - the situation here is that a user is _suspected_ of being a sockpuppet for a well-known Italian vandal.  They've not acknowledged that, and have not been blocked "for a long time" - they were sent a message that they had to read on next login, and they haven't logged in since.  Many users for whom that is the case will just have not mapped again after an inital unsuccessful attempt - it doesn't make them "blocked for a long time" or necessarily vandals.
