[openstreetmap/openstreetmap-website] Error in bundle exec rake db:create (#2292)

I just installed Ubuntu 18.04 in my computer, erase the Windows 10, so I will try to install in the most ideal way.
I noticed that when I installed postgre with the following code:
`sudo apt-get install postgresql postgresql-contrib libpq-dev postgresql-server-dev-all`
I think something got wrong, because I got a red message in the Terminal.

Maybe I have to fix it before continue installing the other parts?
