[openstreetmap/openstreetmap-website] Last-Modified header missing from almost all Website Static Files (#2260)

To be clear any last modified would be entirely meaningless because the actual served assets are generated when the site is deployed so any time based on the filesystem would reflect when they were generated not when the underlying files were changed.

In addition the files have unique filenames and will never be modified, which is why they are served with a long expiry time which is how we actually ensure that browsers will cache them.
