[openstreetmap/openstreetmap-website] Last-Modified header missing from almost all Website Static Files (#2260)

The current behaviour appears to be deliberate (https://github.com/openstreetmap/chef/blob/master/cookbooks/web/templates/default/apache.frontend.erb#L97) and I suspect reflects what rails was recommending when the asset pipeline was introduced.

The current recommendation (https://guides.rubyonrails.org/asset_pipeline.html#far-future-expires-header) seems to have dropped that though and just drops ETag and sets the expiry.

So we could change it but I don't see any likely gain especially as the actual times aren't very meaningful.
