[openstreetmap/openstreetmap-website] Allow user_blocks to be created for longer periods (#2225)

This is good, although I don't like durations that are too long: what's the difference for an admin between 6 months and a year? Would you consider replacing 6+ months with "Forever" (100k hours)?

Or better, shorten the list by half to "0, 3, 24, 24*3, 24*7, 24*30, forever".
