[openstreetmap/openstreetmap-website] Allow user_blocks to be created for longer periods (#2225)

To be honest I don't know why there's already a choice of 3 hours vs 6 hours, but I don't hand out blocks and I don't know which are most frequently used. I'm happy to take guidance from DWG if they aren't happy with the list of options.
