Remember that this is aimed mostly at letting the moderators manage community behaviour. Help with spam is just a side effect and not the main purpose of this PR.

I don't understand this. How does a moderator hiding a spam post prevent an admin from later closing the account? And how would leaving administrators with exactly the same permissions prevent them from doing something that they do now? If it's a workflow issue (where leaving spam available for hours makes it easier for administrators to block the account), then let me know more details about this.
