[openstreetmap/openstreetmap-website] Allow moderators to hide diary entries and comments (#2226)

It prevents it because I will have no idea that the spam ever existed, so no idea that I need to close the account.

Even if somebody was to report the user I would have to go and dig into the database with SQL to verify the report before I could take any action and that is totally unscalable.
