[openstreetmap/openstreetmap-website] Download XML links and Content-Disposition (#479)

I wouldn't mind renaming "Download XML" as "Show as XML", or something similar. I find it very useful to see the actual XML in a browser window. Downloading to a file, navigating to the download folder, opening in some third party app seems rather cumbersome to me.
