[openstreetmap/openstreetmap-website] WIP: Update NLSFI license (#2580)

I talked today in phone with a NLSFI representative about this issue. My understanding is that their position on the data use in OSM has not changed, but the new license should be of course mentioned.
What does it mean when the copyright page mentions the CC-BY license? Does it mean that users who utilize data from the mentioned country should abide by both the ODbL and CC-BY licenses?
