[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

So far, that’s the `node_modules` directory. I switched this to global installation [in a few attempts above](https://github.com/openstreetmap/openstreetmap-website/pull/2409#issuecomment-743807851), but I wasn’t successful in getting the running Rails app to read from those.
