[openstreetmap/openstreetmap-website] language fallback problem in OSM website. (#2647)

Currently, I have set my OSM account's "preferred language" as follow:
zh-Hant-HK zh-HK zh-hk zh-Hant zh-hant zh-TW zh-tw zh yue-Hant-HK zh-yue yue yue-Hant yue-HK yue-Hans zh-classical lzh ja-Hani ko-Hani ko_hanja vi-Hani ja-hani ko-hani vi-hani en-HK en-hk en-SG en-sg en-GB en-gb en-US en-us en ja

And language setting in my browser is as follow:
Chinese (Hong Kong), Chinese (Traditional), Chinese, English (US), English, Japanese

For some reason I cannot understand, when I am accessing https://www.openstreetmap.org/node/263099367 , the name being displayed on OSM website is Korean. (Languages that have already been input as value into name:XX of the object are: en, ja, ja_kana, and ko)

Likewise, when I access https://www.openstreetmap.org/relation/10820039 , for some reason that I cannot understand, the value being displayed is Vietnamese. (Languages that have already been input as value into name:XX of the object are: fil, id, ms, zh-Hans)

The situation occurred after patches applied for https://github.com/openstreetmap/openstreetmap-website/issues/2636
Can someone explain why the language fallback would occur this way and how to fix it?
