[openstreetmap/openstreetmap-website] Issues list shows incorrect "last reported by" information (#2635)

Currently the top entry on https://www.openstreetmap.org/issues?status=open shows "about 1 hour ago by SomeoneElse" in the "last updated" column.  The "about 1 hour ago" was the time that another user added a new issue report.  The "by SomeoneElse" refers to when I last closed the issue, in January 2020.
