[openstreetmap/openstreetmap-website] add reporting of offensive / threatening / spam changeset comments and discussion (#2808)

When the [report function](https://github.com/openstreetmap/openstreetmap-website/pull/1576) was merged 2 years ago, the ability to report changeset comments / discussions was removed because of potential confusion between reporting problematic edits vs problematic behavior. Now the report function is an established part of the website, and problems with changeset comments/discussion do persist, let's talk about adding back reporting of changeset comments/discussion.
The potential confusion with reporting problematic edits can be addressed by adding additional instructions to the view when reporting on changesets which explicitly states it is not the mechanism for reporting editing problems. If after this feature goes live, mappers ignore this warning on the report submission form and it is abused as a way to work out disagreements on edits, we could consider changing the view to more strongly dissuade that behavior, or remove again if it proves too difficult to manage.
