A couple of thoughts from one of the people who sees submitted user reports (in my case as a member of the DWG):
It's actually pretty difficult for a user without a huge familiarity to OSM to figure out the difference between problematic edits and problematic behavior. Changes that might appear to be incorrect or even "vandalism" (for example - removing of a feature added for Pokemon Go that wan't really a park) might actually be perfectly correct. Also, changes made "by" a user might be made by the editor that they are using (for example, removing "created_by", which all editors remove) without a user being very aware of individual changes.
The "Report this user" screen already contains
Before sending your report to the site moderators, please ensure that:
o You are certain that the problem is not just a mistake
o You are unable to fix the problem yourself or with the help of your fellow community members
o You have already tried to resolve the problem with the user concerned
We see issues that are both reports about data problems and reports about problem users and all points in between. We also see that users tend to work around the lack of a "report this changeset" or "report this changeset comment" feature by just reporting the user and explaining in the description what the problem actually was about. We also often see issues where the person complaining is more of the "problem user" than the person complained about, so we iften have to investigate each complaint with a fairly open mind.
I can't speak for other DWG members but I personally would welcome the ability for users to report changesets and changeset comments since I think it would be easier to get to the bottom of the problem quicker in more cases.
