[openstreetmap/openstreetmap-website] Create new oauth permission to post changeset comments (#2631)

Chicken and egg! If it looks like it has a good chance of being merged, then could find someone motivated to code just the implement "modify changsets comments" permission. From your comment @tomhughes, I take that it does have a good chance.
