[openstreetmap/openstreetmap-website] Create new oauth permission to post changeset comments (#2631)

Some of the potential confusion could probably be avoided by making things a bit more explicit than they are right now.

Current UI:

Instead of "modify the map", I would suggest renaming that one to "modify the map, comment on changesets"
Then add the new permission as "comment on changesets", maybe.
