[openstreetmap/openstreetmap-website] Create new oauth permission to post changeset comments (#2631)

Well if we're going to create a new permission we should probably be encouraging people to use that going forward rather than relying on the side effect of modify the map.

Is the above really what it says by the way? Does diary write permission really let you make friends?
