[openstreetmap/openstreetmap-website] Notes API now rejects UTF-8 characters? (#3185)

For example, If I go to https://www.openstreetmap.org/note/2639402 and try to comment with "test with ccaron č letter" I get `401
Unauthorized`. Same if it contains other national letters like "ČĆŠĐŽ". If I use just plain US-ASCII, it works fine.

I've also tried other Notes API clients (like JSON and OsmAnd) as well as different account and network connections, with same results: national letters fail, while US-ASCII works normally.

It worked normally up to yesterday, for example: https://www.openstreetmap.org/note/2638416
